Not even close. Citi has only today crossed the centerline for the BB. It did, however, either close very close or below the lower BB on 15 September at $4.12. Moved up 11% since then.
Plenty of room to run if it wants to - at least acording to the BBs.

Settings are 16 for the moving average, and 2.5 as the SD. These are based on an optimization of these variables against 458 IBD top rated stocks for the past two years. I'll run a quick optimization for C and let you know the best settings.
EDIT: Just ran it - C does not really conform to this approach. No good settings were found that would give you a profitable trade consistently. Hmmmm ...
